Playing the blame game

SCOTLAND'S POOR per-hectare share of the UK's CAP budget has been blamed on the Scottish Government's decision to hang on to the historic basis system for calculating individual Single Farm Payments.

LibDem MEP George Lyon this week called on the Scottish Government to move to a flat rate payment system – as England did back in 2005 – and thus set the scene for discussions towards a redistribution of the UK's total CAP pot.
