Sir, – To call the NFUS proposal 'sector neutral' is a blatant lie. Quite obviously this is 'sector biased' and in an extreme form. Scotland only received this 'convergence' money because of the low payment rates on region 2 and 3 land.
To be truly sector neutral the convergence money should be split into equal thirds across the 3 sectors.
That being, 33.3% to region 133.3% to region 233.3% to region 3.
A true sector neutral proposal.
